Don't count rm101s with unjailed players as full.

Currently rm101s are counted as being full if they have a player assigned to them, this includes players who have been freed but have not logged back in yet (jailed: false).

This means it is more likely that spots for players in rm101s will run out. It shouldn't be counting rooms that have freed players in them.
