Stopping players from being able to hurt mobs or players while rm101ed.

While a player is rm101ed, they are able to attack and kill the staff member interogating them, which isn't so useful in rooms where the staff member and player are in the same room. They are also able to hurt mobs.

Seems it should already be doing this. But isn't. Changing from enhancement to bug.
