Circle detail gets smaller than part

Creating a full circle part of radius 100mm and then a seam allowance of 30mm yields a cutting circle of 70mm instead of 130mm

Program work correct. Detail, which in your case is circle, must have points described clockwise. But circle or arc draw counterclockwise. And this mean we will have internal seam allowance instead of external. This will be fixed only after working with details. Thanks for bug report. Also can you say me how urgent this bug for you?
